The OCSPP (Office of Chemical Safety and Pollution Prevention), a branch of the EPA, oversees the testing of pesticides and toxic substances.  

Several guidelines are used in this testing depending on the nature and use of the product.

Testing Guidelines Supported

FIFRA – Federal Insecticide, Fungicide, and Rodenticide Act

TSCA – Toxic Substances Control Act

FFDCA – Federal Food, Drug and Cosmetic Act, section 408: Pesticides Residues

OCSPP – Harmonized Test Guidelines, Section 870: Health Effects Test Guidelines, parts 1100, 1200, 2400, 2500, 2600, 3050, 3100, 3200, and 3250

FHSA – Federal Hazardous Substances Act (overseen by US Consumer Product Safety Commission)

The FHSA requires that certain hazardous household products (hazardous substances) bear cautionary labeling to alert consumers to potential hazards and protective measures that may be needed when using these substances.

Some of these guidelines harmonize between the EPA’s data requirements and with guidelines established by the Organization for Economic Cooperation and Development OECD, an international organization which maintains comprehensive testing requirements for pesticides and industrial chemicals within the member nations.
